Oslo bursts onto this highly-regarded list for the first time, as number 17. According to Monocle, Oslo has shown how oil revenues can be used to create a generous welfare state and invest in new design, architecture and culture.
The magazine commends the new opera house and the ambitious projects which are being developed around the eastern waterfront. And, the magazine says:
