Already in 2005 Elverum council started planning the regeneration of an area at Terningmoen as a centre for business development and competence in business, education, learning, culture and sports.
The idea of a multi purpose development that would accommodate both commercial and non-profit tenants, as well as being a flagship for sports and culture was conceived.
The municipality's vision of creating the “city of health” was safeguarded in the planning. The first phase of the building project, approximately 24,000 sqm, has been completed and was marked with an opening ceremony Friday 7 January 2011.
The largest tenant in Terningen Arena is Hedmark College, which at the Elverum Campus specialises in health studies.
The multi-purpose hall has become an important arena for sport and culture, e.g. hosting the Elverum Handball team. In the season 2012/13 they won both the league and play-off championship. In July, the arena is made into a concert venue hosting several of the concerts during the Elverum Music Festival. In the course of the year, a number of concerts are arranged.
Terningen Arena has great potential for development, and efforts are being made for the next phase of the project to become reality very soon
